Two Southampton Schools Flagged For Improvement By State

Two schools in the Southampton School District have been classified by the state as needing academic improvement in core subjects among certain segments of the student body, meaning administrators are now charged with drafting plans to boost scores within two years.

Southampton Elementary School landed on the state list for two subgroups of students, based on standardized test score results from the 2010-11 academic year. Hispanic/Latino students in the elementary school failed to meet “adequate yearly progress,” or a certain percentage of improvement on state standardized tests from the previous year, while economically disadvantaged students failed to make the cut in English language arts and mathematics.

Southampton Intermediate School, meanwhile, saw its students with disabilities miss the bar in English language arts.

The Southampton schools were among 847 schools statewide that are newly identified for improvement, a more than eightfold jump over the 102 newly identified schools statewide last year, according to the New York State Education Department.

Making adequate yearly progress is enshrined in the federal No Child Left Behind Act of 2001. Therefore, the bar is raised each year.

“It wasn’t necessarily that the kids slipped behind,” said Southampton Superintendent of Schools Dr. J. Richard Boyes. “They just didn’t meet that target,” which he said is a 2-percent increase over the previous year’s results.

Dr. Boyes said there is a concern among educators throughout the state that the numbers of schools who fail to meet the targets will only go up as the bar is nudged higher.

The next step for both schools is to build improvement plans and then demonstrate improvement within two years, which Dr. Boyes says he is confident will happen. If the schools fail to meet those standards, then they will qualify for certain “corrective” intervention measures.

Karenann Volinski, the district’s data coordinator, said each building will need to submit such plans to the Eastern Suffolk Board of Cooperative Educational Services by December 12.

Since the elementary school receives Title 1 funding intended to improve the education of disadvantaged students, its new status on the state list means that it is eligible for supplemental educational services, which includes tutoring.

Ms. Volinski pointed to changes in testing dates—administering tests earlier in the year, for example, can result in lower scores—as one factor leading to the list placement.

Other East End schools classified as needing improvement include Hampton Bays Elementary School and Hampton Bays Middle School.

Gee you would think wuith all the money that is spent in southampton school district that they would have the best scores. Just goes to show you that high paid administrators and teachers that cannot lose their jobs are highly inefficient at what they do. And instead of worrying about cultural issues maybe we should spend some time TEACHING. Job well done.

It's not the cultural issues, it's the language issues. Students come in from other countries with limited knowledge of the English language. They are expected to take the tests and do as well as their peers, which is practically impossible. Put yourself in their place. If your family had to move to another country for some unknown reason (it really doesn't matter the reason) - let's say Turkey - would you be able to learn the language in less than a year and take a grade level test? I'm not surprised that rather than accept some sort of responsibility, the District instead blabbers on about why it's not their fault. Not a single word about what might be done to correct the issue.

While I don't discount the impact of ESL on some test scores, that fails to explain why english-speaking students are also missing the mark.

My suggestion for item #1 on the "improvement plan": put Zahn in charge.

I'm more concerned about a long hidden issue. Each year there are kids who move into high school with very low reading skills which sets them up for academic failure. These kids were born here, speak English and are smart, but come from troubled homes or homes where they do not get the support needed to do well in school. Some just get socially promoted each year, others are shunted off to BOCES and a few drop out. None of this is good for their future abilities to earn decent livings, or to stay ...more

@Goldenrod, due to Title I funding, the SHES is eligible for supplemental education services. This allows economically disadvantaged families to receive (usually) small group (no more than 10 students) tutoring services. These services are Intemded at improving math and ELA scores. I think one of the problems is the NCLB law itself. Not entirely true - students who have been here for one year must take the English Language Arts Test (ELA) in English - since it's an English test. They have to read and write in English. The other tests - Math, Science, Soc. Stud, etc. can be taken in their native language, and that doesn't always necessarily help either.

Remember back in the day, that if you came over to this country... you were expected to suck it up, learn the language and deal? Schools were not German, Italian, Swedish, French, Polish... etc.

Everyone was expected to learn the language.. no one was catered to. Look what happened.. People survived and thrived.. as did this country. Those were the people who built this country, not the ones who took from it.

My father didn't have labels printed in his native tongue. Nor food labels, street signs, DMV applications, CREDIT applications, VOTER REGISTRATION applications, well, you get the picture.

Oh, without question there smarty pants. Its called lots of extra time and resources to deal with whatever problem comes your way. And Southampton and Tuckahoe do an amazing job with the hands they have been dealt by the federal complex. Don't believe the hype. Just because a group of losers somewhere in Albany issue a report to make themselves look busy so they can get to the early retirement with health benefits doesn't mean squat.

Maybe if nearly every class didnt need a spanish speaking inclusion teacher the money could be spent on the children with disabilities. Or maybe if the parents of the spanish speaking children actually spoke to them in english instead of acting like it doesnt matter, the kids would learn English.So many programs to help people assimilate why cant they?

Squeaky, you have an extremely limited and misinformed view of immigrants and their children. In fact, if you dig deeper into the performance of area schools, you will find that immigrant children often out perform their classmates. Additionally, there are schools throughout the country that have majority Latino students yet are still performing at or near the top.

You miss the point, Progressnow. Your argument ignores the resources taken from children of legal citizens and assigns those resources to Latino children. In the end the decks begin to stack in favor of the Latino children. The end result - incentive to enter the country illegally, strain on limited education resources, compromised education for the children of legal citizens.
Again, look at the Dream Act and tell me how on Earth it isn't a slap in the face to legal US citizens.

When my daughter was in HB Elementary she was in the gifted and talented program but it was discontinued to divert the resources and money to the ESL program to deal with the tsunami of hispanic students. Our best and brightest who are CITIZENS of this once great country are being short-changed here. Anyone who is surprised by this hasn't been paying attention. There are consequences to actions and this case non-action. The non-action was the failure to enforce immigration laws and protect the border. The argument of "They will work and then go home" was ridiculous. Someone mentioned that its a money problem, are you kidding me Southampton spends more per student than just about any school district in the country/not county and they still can't improve the problem. In addition a large majority of the school children have been here for more generations than anyone else but we still make excuses for them. Southampton schools are too busy giving free computers and tech gadgets to students. These computers are no substitute for teaching the basics of reading, writing, and arithmatic. The school is top heavy with overpriced executives, and superintendents not to mention lazy teachers. It is time to clean house! There are plenty of qualified teachers ready to take their jobs.

The whole NCLB thing is a political manipulation of the public. If you think it is some kind of measure of how well the schools are doing their jobs, then you have been brainwashed. Our schools are doing a great job. I will agree however that school administration is top-heavy and over-paid. Most of the superintendents on Long Island make well over $250,000 a year, and they are mostly figureheads who do nothing more than delegate. Mr. Z, the test scores are a sham. There are children getting A's in class work and performing terribly on these standardized tests. You need to learn more about this before making such remarks. By the way, as someone who is the child of an immigrant, you really should be less myopic in your views.

From what you describe, I'd wonder why the are getting A's in class, and not on the standardized tests. How can you retain the information to pass a class, yet not apply the alleged knowledge accumulated from that same performance in a standardized test? Raises a bit of a red flag, IMO.

Mr. Z, progressnow is exactly correct. Standardized tests are not a reflection of a students abilities in school - read this fairtest.org/facts/whatwron.htm for an excellent explanation.

Standardized tests, including ACT and SAT, have been proven to be more about demographics than aptitude and some of the nations top schools have stopped using them for admission. Standardized tests do not assess critical thought capacity - just the opposite.

The kids today are getting the same basic education that their predecessors did, except much more is expected of them. They are also held much more accountable than kids ever were before. The battery of testing they must endure is much more rigorous than their predecessors. If they fail, then official academic intervention occurs. When you talk about children of immigrants doing better in school than American kids do you mean Latinos? No way Jose! Indian and Chinese kids excell because education is a very important thing in their culture and the parents are involved. Not so much in Mexico where most of the kids are working by the time they're 14.

Some kids, who's families have been here for generations, are being allowed to exit our school system with very poor educations. They never learned to read well in elementary school so could not do the school work expected of them each year. According to teachers I know, some actually enter high school reading on a fourth grade level. They bump along barely getting by until graduation or get moved to BOCES. Some drop out.
