Clinton Visit Spurs Violation On Lily Pond Lane In East Hampton Village

A set of stairs leading down to the ocean was replaced without a permit during Hillary and Bill Clinton’s recent stay in East Hampton Village, East Hampton Village Code Enforcement Officer Thomas Lawrence said on Friday. Mr. Lawrence said the village will issue a notice of violation to the homeowner, Elie Hirschfeld.

The Clintons reportedly rode out Hurricane Irene at the house, located just where Lily Pond Lane meets Georgica Beach, according to a New York Times City Room blog posted on September 1. The blog said the Clintons were without power for part of their stay.

A black SUV was seen parked face-out in the house’s driveway, with someone sitting in the driver’s seat, for several days before and after the storm. The secretary of state and the former president rented the house from August 22 to September 5, a source had confirmed last month.

The original stairs were washed out during the hurricane and replaced the following week for what Mr. Lawrence said he believed was “security and access.” They were replaced with exactly the same type of stairs, he said, but a permit from the East Hampton Town Trustees was required and never secured.

The violation most likely will be rescinded once the permits are in place, Mr. Lawrence said.

The base of the stairs touches the beach, which is regulated by the village, the Town Trustees and the State Department of Environmental Conservation, he said, adding that the state agency is in pretty far over its head because “there was so much devastation across the coast” due to the recent storm.

As of Tuesday, Mr. Lawrence said, a violation had not been issued. Meanwhile, just west of the house on Lily Pond Lane, work on a fence has stopped in front of Mollie Zweig’s house. The beach has recovered since Hurricane Irene to the point that Mr. Lawrence saw four sets of tire tracks, side by side, on the seaward side of the fence this week. The village has not received any applications for the work, he said Tuesday, and Ms. Zweig and her contractor, Bob Sullivan, are still scheduled to appear in East Hampton Town Justice Court at 12:30 p.m. on October 17 for violating a stop-work order.

A great deal of the focus of a meeting of the East Hampton Town Trustees on September 13 was devoted to erosion control measures taken by waterfront property owners, which in some cases were, Trustee Clerk Diane McNally said, a type of “knee-jerk reaction to the storm” on August 28.

The Zweig fence, she said at the time, “is outside our jurisdiction.”

“We’ve been waiting for the village and the DEC to step up to plate,” Ms. McNally said. Both have now issued citations for the work.

At the meeting, Ms. McNally thanked Tim Taylor of the Citizens for Access Rights for its members being “the eyes and ears of these constituents who don’t know how to get to us” to protect the public’s rights of access to the beach, including at Georgica and Napeague.

“We’re not sure where it’s going to go,” she said of the controversy surrounding the Zweig project, “but we definitely don’t like the fence.”

The normal permit process would have taken 3 years and $1,000's in fees.

I love all those from West commenting on East Hampton Town Trustee and Village jusridictional issues for political reasons/beliefs -- the bottom line is there is a process to be followed - homeowners will rebuild, according to what/how they can, pay the (miniscule) fee - and everyone will move on . . . so? Don't care what happens in North Sea, Southampton, Westhampton, Flanders, Quogue (this must be a conspiracy HHS!) or Hampton Bays ... you all have your own processes and problems ... focus ont ...more

Busy Body's meaning the people who are make this into a BIG DEAL when it really isn't!! If it was replaced in kind without any other add-ons it should'nt even be a subject!
